They're close, long-time friends in a relationship, which may give it substance, BUT - and this is important - it took them until years and years and yeeeeears after Liz's death to reach that point, because anything else would have like settling for second best, but with enough time and distance, maybe it didn't seem like settling anymore.

Edited to add - I think my favorite "canon" Scotty "relationship" would have to be from Diane Duane's novel The Wounded Sky, where Scotty has a total nerd crush on this spider-like creature whose people are basically natural-born engineers and have an incredible understanding of math and engineering simply because of what they are (being spider-like, they're naturally builders) and she calls him M'nt'g'mry and it's adorable in that "awwwww, lookit them being nerds together" kind of way.
